Community Design Committee

The PHCA Protective Covenants (CC&Rs) allow for a Community Design Committee (CDC) dedicated to the design review of each property within the Association. The intent of the review process is to enhance Princeville’s unique character and preserve homeowner equity. The CDC:
  • Reviews and acts upon proposals or plans submitted pursuant to Article III of the PHCA Protective Covenants.
  • Recommends architectural rules for adoption, amendment, or repeal for approval by the PHCA Board.
  • Performs other duties from time to time as delegated to it by the Protective Covenants.

April McGinnis is the CDC Community Liaison and available to guide homeowners through the review and approval process. April McGinnis: [email protected], (808) 977-8716.

STEP 1.

Read the CDC Architectural Rules. This document is important and outlines what is and is not permitted. You must adhere to the architectural guidelines. Failure to adhere to the guidelines may result in fines, requiring you to re-do your project or both.

New Home Construction

If you own a vacant lot and would like to build a new home, we advise you to read through the CDC Architectural Rules to review the requirements for building in Princeville. If you would like to come in for a consultation on the process, please contact April McGinnis.

Home Addition or Renovation

    • A renovation consists of any combination of changes to paint, roof, windows/doors, landscape, and/or other exterior changes. A renovation may require a variety of applications but should be submitted as a package for the CDC to get a good overall view of how the property will look post-renovation.
    • An addition consists of adding square footage to the residence. An addition to your home will follow many of the above steps. It may be possible that only one review is necessary and depends on the size of the addition.

Please review, complete and submit the New Home / Addition / Renovation Application package.

Pool / Spa / Water Features

The installation of a pool and pool deck, spa, and/or other water features requires CDC approval and are subject to setbacks and other requirements.

Review the CDC Architectural Rules for setback requirements (Section 2.14.4) and general guidelines (Section 6.39)

Please note, required setbacks are from the property line, not the road.

Click here for the Pool Application.

The Princeville Utilities Company Inc. (PUCI) requires pool plans to include backflow preventer information, including its location on the site plan, a diagram of the device, and certain specifications. Contact PUCI for further information: (808) 826-6100.

The complete application package must be submitted within the first week of the month to be included on that month’s CDC meeting agenda. Incomplete packages will not be reviewed.

Roof

Select your roofing material with the following guidelines in mind:

    • All asphalt and composite roofing materials are to be a minimum of two-piece laminated construction
    • To maintain architectural consistency, the following materials are prohibited:
      Low-profile asphalt or fiberglass shingles
      Mineral roll roofing
      Corrugated metal roofing
      Painted galvanized roofs
      High gloss tile roofs
    • All composite roofing materials must have a minimum 10-year algae resistance warranty, a copy of which is to be provided to the CDC. Historically, any roofing material without this treatment has proven to quickly mildew and blacken, creating a major expense and maintenance problem for the homeowner.

The CDC will review your request. When approved, you will be notified in writing.

When roofing is completed, call April McGinnis to schedule a Final Inspection.
